For the City of Homestead Police Department project, executive-level oversight was provided for all phases of preconstruction, construction management, and project closeout. Detailed cost estimating services were developed and maintained throughout the preconstruction phase, including quantity takeoffs, trade-specific pricing analysis, and value engineering evaluations to establish accurate project budgets and support informed decision-making. Logistics planning was implemented to coordinate site access, construction sequencing, staging, and contractor operations within an active municipal environment, with particular emphasis on security protocols, controlled access, and uninterrupted police department functionality.

Client contract negotiations were managed to define clear scope boundaries, establish commercial terms, and ensure proper allocation of risk in accordance with public procurement regulations and City requirements. Subcontractor and vendor procurement activities included competitive bidding, scope validation, bid leveling, and execution of trade contracts and purchase agreements to ensure cost-effective and compliant project delivery.

Throughout construction, continuous budget control and financial oversight were maintained, including cost tracking, forecasting, and implementation of corrective measures to ensure adherence to approved funding parameters. The operations team was directed to ensure efficient field execution, schedule adherence, and coordination of all trades in a secure, high-priority operational environment.

The project was successfully completed through structured preconstruction planning, disciplined procurement strategies, and comprehensive operational management, resulting in a fully delivered police department facility meeting all functional, security, and contractual requirements.
